Air Philippines Set to Join NAIA-3 Test run

Local airline operator Air Philippines, a sister company of Philippine Airlines ( PAL), has expressed intention to participate in the Manila International Airport Authority’s ( MIAA) test run of the controversial Ninoy Aquino International Airport-Terminal 3 (NAIA-3) tentatively scheduled to start on March 31.

Alfonso Cusi, MIAA general manager, said this development brings to two the local airline operators joining the effort to test the facility.

It was learned that the Bureau of Immigration, Duty Free Philippines as well as MIAA operations personnel have been ordered to go on familiarization tours to NAIA-3 starting tomorrow.

MIAA sources said that a massive cleanup of the terminal’s surrounding environs is scheduled early next week. Firetrucks of the surrounding local government units of Pasay City, Parañaque City, Taguig City, the Philippine Air Force will help spruce up the area.

MIAA is also preparing for a scheduled visit of President Arroyo later this week, which will be her second visit to the facility. She is expected to cut the ribbon for the finished access road connecting the NAIA-3 and NAIA-2 cargo warehouses.

Arroyo Inspects Road Works at Ninoy Aquino Int'l Airport-3

MANILA, March 24 Asia Pulse - Philippine President Gloria Macapagal-Arroyo inspected on Thursday the various road improvement projects and proposed traffic management schemes in and around the Ninoy Aquino International Airport Terminal 3 (NAIA-3) which is set to open soon.

The NAIA-3 terminal covers 65 hectares within the Villamor Air Base and can accommodate a projected capacity of 10 to 14 million passengers annually once operations go full blast.

A joint team composed of Metro Manila Development Authority (MMDA) Chair Bayani Fernando, Department of Public Works and Highways (DPWH) Secretary Hermogenes Ebdane and Manila International Airport Authority ( MIAA) General Manager Alfonso Cusi presented to the President a proposal of undertaking which their respective departments hope to achieve on target.

The MMDA's proposed schemes include the widening of Manlunas Street, various geometric improvements within the periphery of the area that include the construction of a rotunda access to and from the terminal or the construction of a flyover access.

However, due to its prohibitive cost of P280 million (US$5.5 million), the construction of the flyover access was almost immediately scrapped in favour of the rotunda access (P48 million), which can be completed within three to four months.

Secretary Ebdane, meanwhile, gave the President an update on the construction of the Sales Interchange that will link north and southbound vehicles traversing the South Luzon Expressway (SLEX) to NAIA Terminal 3 via a series of flyover off and on ramps located at the Sales exit of the SLEX.

Ebdane said work being done at the Sales interchange is in full swing and, barring any hitches, will continue until its completion.

The smooth flow of customers, personnel and cargo, on the other hand, was the main concern of MIAA GM Cusi when he presented his update on the Terminal 2 and Terminal 3 (T2-T3) Access Road program to the President.

Cusi said the construction of the T2-T3 Surface Access Road (SAR), which is intended to provide a vital facility that will link NAIA Terminal 1 and 2 to NAIA Terminal 3, was recently completed with the help of the DPWH.

The SAR is expected to facilitate the ferry of both passenger and cargo from one terminal to the other within the secure premises of the airport complex.

Cusi also said that construction of the T2-T3 Cargo Diversion Road, which cuts across domestic runway 13/31, has begun and is estimated to be completed within 90 days.

After the powerpoint presentation by the team, the President was given a "windshield inspection" of the above mentioned programs for a first hand look at the ongoing work process.

She was accompanied by Executive Secretary Eduardo Ermita, Presidential Chief of Staff Michael Defensor, other government officials and media personnel.

NAIA-3 Ceiling Collapses, Delaying Opening

Four days before its scheduled test run on Friday, part of the arrival area ceiling of the Ninoy Aquino International Airport Terminal 3 (NAIA-3) collapsed yesterday.

No one was injured when the ceiling caved in near the arrivals section, according to Angel Atutubo, Manila International Airport Authority ( MIAA) assistant general manager for security.

Lawyer Oscar Paras Jr., MIAA assistant general manager, told reporters yesterday that Takenaka Corp., the Japanese firm subcontracted by the Philippine International Air Terminals Co. (Piatco) to build NAIA-3 in 1998, called yesterday to inform them that part of the ceiling had collapsed at around 9 a.m.
Paras said the MIAA had already alerted the Office of the Solicitor General and its lawyers handling cases before Philippine courts, as well as two arbitration courts in Singapore and the United States, about the accident.

The accident could affect the arbitration cases, particularly the one pending before the Pasay City regional trial court, which the Supreme Court has tasked to determine the amount of compensation to be paid by the government to Piatco, Paras said.

MIAA General Manager Alfonso Cusi immediately canceled the test run of the controversial terminal, set for March 31, upon learning of the incident.

Nun wird wieder nichts mit der Draenglerei,ist schon ausgesprochenes Pech dass gerade 3 Tage vor der Eroeffnung das Dach einstuerzt, jetzt muessen natuerlich alle Bauten ueberprueft werden, bleibt zu hoffen dass die restliche Konstruktion nicht noch abgerissen werden muss und alles neu aufgebaut wird, das wuerde dauern, sehr lange dauern sogar und die Japaner muessten die Kosten uebernehmen........

Japanese Firm Agrees to Pay for NAIA Repairs

Japanese building contractor Takenaka Corp. will be shouldering the expenses for the repair of the damaged portion of the Ninoy Aquino International Airport Terminal 3 (NAIA-3), according to the Department of Transportation and Communications (DOTC).

DOTC assistant secretary for projects and planning Roberto Castañares said Takenaka has also agreed to repair the new Bacolod Airport at no expense to the government after a recent meeting between DOTC Secretary Leandro Mendoza and company officials.

Mendoza had allegedly threatened to ban the firm from participating further in infrastructure projects if they refuse to repair the two airports and shoulder the expense.

Asia’s Emerging Dragon Corp. (AEDC) called on the government to assess the extent of damage and defects in the Ninoy Aquino International Airport Terminal 3 (NAIA-3), pointing out the purpose of expropriation is no longer justified.
In a statement, AEDC lead counsel Perfecto Yasay Jr. said the Department of Transportation and Communications (DOTC) and the Manila International Airport Authority ( MIAA) should focus on the structural integrity of the entire NAIA-3 complex notwithstanding efforts of the contractor Takenaka Corp. to repair portions of the new airport terminal.

The government and other parties involved in the dispute over the Ninoy Aquino International Airport Terminal 3 (NAIA-3) are close to reaching an agreement that could lead to a "surprise" opening of the facility soon, Trade Secretary Peter Favila disclosed yesterday.

Favila said NAIA-3 would be opened so soon, in fact, that foreign and local airlines expecting to operate at the airport would not be able to open at the new facility immediately since they would need time to transfer from the old terminal.

Malacañang earlier said the government was following two tracks in resolving the dispute over NAIA-3 — the legal aspect, which involves defending its move to take over the facility, and the commercial aspect, which involves opening avenues for settlement and operation.

was soll da angenehmer sein? ich komme an, gehe durch die passkontrolle, nehme mein zeugs vom band und verschwinde. angenehm wäre es wenn die taximafia weg wäre.

Jeder hat ein Recht auf seine Meinung! Ich für meinen Teil stehe lieber nach einem langen Flug in einem neuen Terminal, wo auch die aircon gut funktioniert, um auf mein Gepäck zu warten oder beim Abflug noch 2 Stunden im Flughafen zu verbringen! Vergleiche doch nur das Terminal II ( PAL) mit dem alten domestic airport!

Und Taxi Maffia? Na ja, die ist an allen Flughäfen present, auch in Europa! Ich nehme einfach ein coupon Taxi ins Hotel. Okay, kostet 500 Peso aber das ist es mir wert! Habe keine Lust mit Gepäck und Allem durch die Gegend zu wandern um vielleicht 300 Peso zu sparen!

3 Foreign Firms Conducting Structural Check on NAIA-3

A total structural check of the Ninoy Aquino International Airport Terminal III (NAIA-3) is now underway with three foreign firms participating in the inspection.

Manila International Airport Authority ( MIAA) General Manager, Alfonso Cusi said they expect the structural audit by the three firms contracted by the government to complete their task in three months.

Leading the effort is British firm Ove Arup, an internationally respected building and infrastructure design and construction group.

The two other firms are American firm Gleads and British firm TCGI.

"They will primarily look into the safety and operability of the terminal," Cusi told.
