Die phil. Botschaft in Berlin hat mir geantwortet, mit dem Link zu genau dem Formular, das ich hier bereits verlinkt hatte.
Das in meinem ersten Beitrag erwähnte Formular mit der "relative within the 4th degree " Passage, das bei mir so viel Verwirrung ausgelöst hat, gibt es offensichtlich wirklich nicht mehr. Da sollten die Freunde im Immigration Office in Manila vielleicht auch mal ihre Unterlagen aktualisieren.
Das weitere Vorgehen wird in der mail von der Botschaft haarfein und verständlich beschrieben. Auch eine Deutsche Übersetzung ist erhältlich.

Dear Sir/Madam,
Thank you for your email. There have been many cases of Filipinos denied boarding due to a lack of an affidavit of support and guarantee.

The affidavit of support & guarantee (must be in the English language) has to be duly notarized by a German Notary and authenticated by the Landgericht before it can be sent to the Embassy for authentication.
If sending the documents by post, please follow the below procedures:
· Once the documents have been pre-authenticated and can be authenticated by us, the following steps need to be taken:
· Submit the document via email – Send scanned copies of the documents to consular@philippine-embassy.de/authentication.berlibpe@gmail.com for pre-assessment.
· The Embassy assesses the completeness of the emailed submission
· Mail your documents to the Embassy – Once the emailed documents have been determined to be complete and in order by the Consular Officer, the informant/applicant will be instructed to mail the documents to:
o Embassy of the Philippines
Authentication Unit
Luisenstraße 16, 10117 Berlin, Germanyo You must include proof of payment (Überweisungsbeleg) of €22.50 per document, one (1) photocopy for the Embassy’s file, and a self-addressed envelope with €4.05 Deutsche post stamps or a pre-paid envelope, preferably from a private courier service (e.g. UPS Standard, DHL Expresseasy) that will be used to send back your documents.
Note: The Embassy assumes no liability for any loss of documents once they have been handed over to the German Post Office/courier service.
Once you have received the authenticated affidavit of support and consent from us, the original must be sent to the Philippines via international courier service (i.e. DHL/UPS/FEDEX, etc...)

wenn du in Berlin direkt vorsprichst sparst du dir Notar und alles drum und drann und wenn du 9 euro rauflegst und nach express fragst kannst du den Vordruck mit goldenem siegel am nächsten tag abholen... LG
Wenn er in Süd oder Westdeutschland wohnt muss er nach Frankfurt zum Konsulat und da wird es schon schwieriger mit den Terminen.
